Buying real estate in Turkey: basic steps

In order to successfully choose your property you should first of all define the list of preferences on which you choose your future home. To do this, we will pose some leading  questions:
✔️ What is the purpose of purchasing real estate?
✔️ Is this  for a vacation, investment or permanent move?
✔️ What is your preference for climate, region, city, landscape?
✔️ What parameters should the apartment have (side of the world, proximity to the sea, area, etc.)?
✔️ How many rooms, bathrooms?


The more information we have on the object you are looking for, the easier and faster it will be to find suitable options.

After submitting your real estate plans to our agent, we will prepare a list of properties for you to view and arrange a study tour. If desired, you will be met at the airport or hotel to take you to our office  for negotiations and viewing of possible options. During the familiarization tour you will be able to see the facilities and get answers to all your questions.

You will receive comprehensive advice on all matters of stay in Turkey and the peculiarities of the laws relating to the acquisition of real estate by foreigners.

In  if you do not have the opportunity  come to Turkey in person, we will arrange a remote viewing of the desired property and if necessary to hold an auction with the owner of the property. If an agreement is found, it will be possible to conduct the transaction online.

Once you have made your choice for a suitable property, we will arrange a meeting with the owner to negotiate the price and payment terms. At the same time there will be a check on the availability of all necessary documents for the sale or lease procedure.

After the price and terms of purchase are agreed upon, a pledge agreement is executed. The amount of the deposit is determined by mutual agreement of the parties. The contract stipulates the liability of the parties in the event of rejection of the deal. As a rule, if the deal is broken by the fault of the buyer, the deposit remains with the seller. If the seller is at fault, then he is obligated to pay double the amount of the deposit to the buyer.

Our task is primarily for you to acquire:

✔️ The object you have chosen and the documents correspond to that object.
✔️ From the true owner of the property.
✔️ No possible encumbrances and debts.
✔️ On pre-negotiated terms.

Our efforts will be made to ensure that all questions about the property to be purchased are clarified before the contract is signed. For example, what furniture or equipment is left to the buyer. Or, if the housing is rented out at the time of contract negotiation, ensure that the tenants move out in a timely manner. If the buyer intends to continue to rent the apartment, then wish to provide a change in the terms of the lease. Only after that a contract of sale is drawn up in Turkish or another language of your choice.


The purchase agreement must contain such mandatory provisions as:

  • Official information about the seller and the buyer
  • Data on the real estate object that is the subject of the contract. Namely: floor layout, construction features, commissioning date, and so on.
  • Terms of payment
  • Obligations of the seller and the buyer
  • Legislative and legal procedures


Required documents:

  • A photocopy of your passport or ID card
  • Surnames and names of the mother, father, both on the part of the buyer and on the part of the seller

Usually the buyer undertakes to make the down payment within 1-4 weeks after signing the contract and making the deposit. The remaining amount is paid when the certificate of ownership (tapu) is handed over.

If you do not have a Turkish tax number, you must obtain one from the tax office. We can help you do that.

After that we open an account for you in a Turkish bank. It is needed to settle accounts with the seller and pay taxes and duties. In addition, you will be able to use this account to pay utility bills and obtain a bank card. You only need a copy of your passport to open a bank account.

In Turkey, when selling real estate to foreigners, the law requires an obligatory evaluation of the real value of real estate official appraiser. Only a reliable appraiser with an official license is involved in obtaining the conclusion.

The total will need to be prepared:

✔️ The buyer’s passport and its notarized translation

✔️ TIN

✔️ 4 color photos 3×4 cm

Obligatory photos for residence permits must be prepared electronically and comply with ICAO standards in order to avoid any failures both in the e-goverment application process and during the processing of the application at the Regional Office of the Migration Service. It is important to pay attention to the compliance of the photo with the specified standard.

If you cannot be present in person when the documents are prepared, then you can make a power of attorney in our name, in the name of our lawyer, or in the name of your legal representative, who will act on your behalf.

TAPU or Certificate of Title to real estate under Turkish law is the only official document that confirms the transfer of sole proprietorship by the new owner. The TAPU is issued by the General Directorate of Land Registry and Cadastre. This procedure requires the presence of two parties – the buyer and the seller, except  if neither party has provided a notarized power of attorney for the transaction. The tax at  is 4% of the cadastral value of the property. Payment  is made by the buyer to the Cadastral Office. All documentation is stored and archived  in this institution.

When preparing the documents for the entry of the owner’s rights, it is necessary to consider overhead costs, which include fees for notary, translator, etc., namely:

– Notarized translation of the passport (1000 TL for each person)
– Notarized translation of the document confirming the address of residence in your country. This transfer is necessary to open a bank account
– Sworn interpreter fees
– Notarial power of attorney (if necessary)
– Getting a tax number
– Photos
– Cadastral Tax (Tapu Kadastro Harcı)

The Land Registry and Cadastre Office also charges a one-time state service fee – Döner Sermaye Harcı – of about 1300 to 3730 Turkish Liras.

The TAPU contains information about the owner of the property, the location of the site on which it is located, cadastral value, registration number, number of apartments and floor. Also in the Tapu pasted photo of all property owners. It is possible to register real estate  for several persons. The maximum number of owners – up to 10 people.

The certificate of ownership in Turkey must have a seal at the bottom center of the page. The photo is located in the upper right corner. In some cases, it is allowed to make a document without a photo.

Tapu comes in two colors, depending on the type of property being purchased. Red certificates are issued to owners of residential and commercial property (apartments, houses, villas, cottages). DASK Insurance

DASK is compulsory earthquake insurance and its cost depends on the size of the property. It also includes insurance against the risks of fire, explosion, tsunami or landslide caused by an earthquake. The cost is from 100 to 300 Turkish liras (depending on the area of the object). Property insurance provides protection for property against risks such as fire, theft, and some weather damage. This type of insurance includes specialized forms of insurance, such as: damage from fire, flood, earthquake, home insurance or heating boiler insurance. In the event of these damages, life and property insurance guarantees financial compensation to the owner.

Registration of new water, gas (if any) and electricity bills

Electricity meter costs: If your property does not have an electricity meter then you have to pay a total of 250 to 850 Turkish Liras for the registration of a new telephone number, an electricity meter and the payment of a deposit. Re-issuing a meter already installed to a new subscriber will equal the deposit amount and the amount for compulsory real estate insurance (DASK) if the insurance policy on that property has already expired.

You can connect a landline phone and the Internet, provided that you already have a residence permit. Türk Telekom, Vodafone and TTNET are the main companies that provide telephone and Internet services throughout the country. If you sign up for a two-year contract to buy a package of services phone calls, broadband Internet access and a set of satellite TV channels for 200-300 Turkish Liras per month.
